Network states are not an alternative to existing governments. They could supplement it but won't completely replace.

Still science fiction, but with the advance of technology it could happen. It would take a literal revolution by people who wished to overthrow the their centralized government and change it in favor of a decentralized one, though.
Also, you must keep in mind those kinds of system of governance would require a majority of the population (perhaps even all of it) to have internet connection, so each one of the people living under that model can interact with the network / their government.

If the network is being controlled by an artificial intelligence of some sort, then it would be quite dystopian from the beginning to the very end.

That's basically Cyber Nations or Nations on the Internet. One of the main reasons for such nations is to have alternative to government, private sector and physically controlled national information/data so that in time of chaos everyone can easily control his or her information/data, or information/data he or she can control (which can be the basis for building a civilization) and move to another location to reestablish.
Information or knowledge is what drives a society. If you have gone so far in that aspect and don't have everything stored in your mind or physically, and end up losing the little you have, it becomes difficult to rebuild a proper society.
So, with cyber nations, everything is collected and controlled decentrally making it easy to reestablish, and difficult to lose the information/data necessary for a society to establish.


The individual Nation needs to be united by common culture that is moral or just otherwise it becomes chaotic, an anarchy,  immoral, unjust, ungovernable...

It's not going to be a real state, because physically speaking, you are still inside a sovereign territory, with its local rules and regulations, which aren't going to be supressed by a hypothetical network state. It sounds like child's play, where children imagine a world which exist only inside their minds.

The concept is similar to the urban tribes from previous decades. You had punks, grunges, skaters, hippies... Now you have mentally ill people sharing and adding their frustrations to each other in order to compose network states on social medias.

The idea of network state could work only in an abstract level, where its participants developed their own virtual world where they could be finally the rulers. In the future, add this to AI development and neurosensory mechanisms to emulate physical sensations and emotions, so the idea of having your own private universe, and as consequence your network state, can become possible.

Its on the way there will be more and more permanent travelers, free roaming humans without a fixed settlement for various reasons (taxes....).

Actually there is indeed freedom for the masses despites being living in a lawful societies but that freedom is limited to certain levels because if everyone has got right to do whatever they want, the bad eggs will always destroy the privilege to live and relate with others without a governance. Although it service best if the people can maintain clean and genuine.

It is also true that some people are ignorantly living a low esteem in the societies who limits  their own rights by themselves even while lawfully permitted. But I think it is an act of illiteracy because a lot of people lives with fear so that they don't get justified over their deeds. Although I may not blame them entirely because they are reacting out of conscience which I think if everyone can live by that (consciously), we could actually make  peaceful and generously society without government.

The are consequences of living under an ungoverned society which is the unguided moderations of human activities with a lot psychopaths while the ethical people may not stil be perfected with their relationships in networking with others.

If every written record vanishes and humans disapper you can not find any trace that a country did exist.

What do you think about the network states perspectives?

That sounds similar to what I've been working on for over a year now. The idea is that government does not need to have discrete borders, can rather exist independently of borders wherever its people are to some extent. Unlike sov-cit style approaches to government or other anarchist-like approaches to voluntarist government which I'm not optimistic about, the network states has very real strength in numbers that give the effort the needed critical mass. Just because something isn't tangible doesn't make it a delusion... but certainly an abstraction. And, just because states have been used for mostly unjustified violence in the past, doesn't mean they have to be in the future. When two people are physically fighting, it was almost always because one used unprovoked violence on the other, and that should end. And when a government person is one of the two, it is usually the government-associated person doing the unprovoked violence.

I believe the world will adopt a spiritual revolution of government by love instead of by force, and internet-focused governments will be part of that leading edge. In my signature I have a quite substantial plan laid out for that kind of idea, and am still waiting for someone to do a substantial review on that, very little has been said about it even though it represents enormous amounts of time on my part.
