Without more information, all I can do is guess. Maybe you're trying to send to an invalid address.

Tip: If you're on desktop, you can actually click on that "Pay to" text to see which formats are accepted by Electrum.

I learned something new today. In all those years, I never noticed those words are clickable.

There are only two things to check:

• Double-check what you type/paste in the "pay to" field, one wrong character in the address will disable the "Pay..." button.
• Or highly unlikely, you still haven't entered anything in the "Amount" field, that is required.

Tip: If you're on desktop, you can actually click on that "Pay to" text to see which formats are accepted by Electrum.
For address, it will only accept real Bitcoin addresses, not those wrapped/pegged bitcoin address on other chains.
