I think this is also happening in my country. Slot gambling is very popular right now, and many people are actually doing it despite the government banning it. I think that it is not about age, but about people's thinking. If a person does not want to get involved in gambling, then he will not do it. Indeed, the standard of living in the Philippines is not the highest, but this does not mean that you need to give in to despair and provocations from others who draw people into shady schemes. If it's "most", I don't think so that many of the retired old people are the majority of the gambling addicts. These people might just waiting for the dawn to come and they're free to gamble all of their pension money. But IMHO, they are not dumb to do that and they still try to limit themselves on how much they're going to gamble. What I think is the most addicted gamblers are the professionals. Coming from the young professionals to senior professionals becaue any amount that they lose, they'll have it next with their salaries to recover and can gamble again once it arrives.

Most gamblers are between the ages of 40 and 17. In my opinion, seniors are the least active gamblers, especially when it comes to online gambling. Most gamblers are young adults, while seniors are a small minority. Only those with income can gamble, and even then, this is still relatively rare in developing countries.

Age is indeed a factor to consider when it comes to gambling addiction, but addiction should be more common in young people and not old people who are expected to already understand the rules of gambling and should be adhering to such rules.
But you also mentioned something, and that is that this old people getting addicted to gambling in your country are people who have passed retirement age and are possibly retired and have nothing else doing aside gambling.

That is an important factor to consider as well, idleness or idle mind is often referred to as the devil's workshop, it is bad for people to be idle doing absolutely nothing no matter the age, except the are sick or incapacitated that they can't really do anything for themself.
But on the norm, even retired people need to find something doing to exercise their body, idleness can push a person into gambling more than they should, thereby leading into gambling addiction.

Gambling doesn't distinguished players, not just in the Philippines, but you can see that there are senior citizens who gambles in traditional brick and mortar games. Maybe they are not addicted but just wanted to pass the time or maybe in their lives they really work very work to save a lot of money that's why they are just enjoying the remaining days playing and gambling. If the government wants to solve the problem of gambling addiction in any country, they must in no particular order start with mental health support. Some mental health issues usually drive people to become gambling addicts and some gambling addicts need support for their mental health. How can the government help in this regard. Offer some free counseling services to people in the community. Illegal gambling operators frustrate the efforts of the government in curbing gambling addiction. Government must tighten their regulations on these guys and ensure that their business models are destroyed. For sure. When physical slots were a thing in here, they were used by mainly elderly people. To an outsider, it seemed to be about socializing with other people while playing more then price money.

And players weren't poor, they were just lonely and seemingly without hobbies. People were worried back then that they were being exploited by slot makers, and that they would be using all their retirement money to these slot machines.

Do you actually have any evidence or a source on the age groups that are being most affected, as I'd be curious to read if it was actually the older generation. I'd figure that they are trying to help the younger generations who are more likely to get hooked on these games and gamble away what little income they might have. Younger generations will be more familiar with using the internet, especially for finding the best places for gambling. If you're older and managed to avoid gambling most of your life then you might be less inclined to pick it up later on, even if you do have disposable income because you're more aware of the dangers. It would be interesting to see actual polls or surveys on the topic to understand the breakdown of people who have a problem and those who think it's a problem that the government should solve.
