Merge Mining Bitcoin with ixcoin

Has someone ever tried to do it? I have an idea that may work with a fork of ixcoin. I would need some miners to help develop the idea. There's a lot of premined coins in the project. All but the last halving .0021 coins are premined. So only 4 years of mining reward then only fees. The plan is to put 60 percent of the 20m supply in faucets in different country domains. Also add a IP and proxy blocker for the country. I never seen a fork done this way.
