If it was within my posibilites I would lawyer up and sue the casino/bookie for the money which is owed to me, I would even go as far as asking more money for making me to lose my time and convince the judge to rule the casino is supposed to pay fir the legal expenses of the case.
Casinos of good reputation are supposed to give won money as easily as they accept deposits, that is why liquidity is so important.

We could argue that cash out the chips using third parties would be also an option for the woman to get her money, though I think it is important to set a precedent for casinos, so they respect their clients and gamblers in the future. if they get away with this case, then nothing would stop them to do the same in the future. 

If this woman opened a gofundme in order to hire some good lawyers, I would be willing to toss a few dollars to her.
She should even get the attention of the press and give bad advertisement against that business...

I didn't watch the video, but I know too well we have so many cheaply-made click baits all over the Internet this days, and this might just be one of them. If a customer shows up to your casino, with the chips and request for a cash out, but is being denied, we all know what that means right?

If you have the capacity to, all you need is to press legal charges against them and allow them explain the reasons to the jury in court.

If this happened in the country where I live now most likely in the best event would be seriously wounded persons here and in the worse case dead persons. Try not giving money to someone even not allowed to play but after you admit him/her to play and the world war 3 will happen in that casino or to make it better I would say royal rumble from WWE would be much more appropriate. If I were me though I usually am a "smooth operator" in such cases and I would find someone to help me and I have given him a fair share of the price. This is one of the reasons I never or almost never play in offline casinos, anything can happen there, even a slot machine glitch would void massive amounts won and you don't have any judge to win at court against casino owners.

Either call your lawyer if you have one, or call the authority that would take care of it because if gambling is legal, they are running a licensed casino, and you are providing ID and everything upon their request, they don't have the right to refuse paying you the money that you've won. When you know that you've earned or won the money legally without cheating or anything, then there is no reason for them to do this, and if they aren't ready to pay you only because they want to dodge paying a high amount, they need to be reported.

I don't know if they can help in such a situation or not, but maybe also call the police and tell them about it, after all, they are the ones who are responsible for making people follow the laws within a country, so they should be able to tell the casino owner or supervisor to pay you or there can be a case against them, and then they might pay you without making a scene or trying to avoid paying your money by simply refusing without giving any valid reason for why they are doing this.

Casinos are heavily regulated, so they can’t just deny a payout without a valid reason. If it goes beyond having an argument with the representative the gambler has to call is lawyer. Leaving the scene is simply accepting that he had lost.

Since it is a physical casino it'll be easier to pursue legal means to claim your wins, unlike online casinos where you are not seeing the management face to face. But if you didn't cheat in anyway I don't see a reason why a casino cannot pay you your wins, they will be risking their reputation if they don't. I guess that it is only a scam casino that will try to swindle a winner. If it is a government regulated casino I doubt that they will dare not to payout any winners whether big or small. This is the more reason why gamblers should only patronize casinos that have good track record. That's annoying. There are staff that acts like they own the casino. If they're not going to do anything with my cash out, I'll take their attention by shouting out my voice so that people will also get my attention. It could stop them from gambling there and that ruckus that I'll make is a risky part because, they'll also have the right to avoid my cash out because of causing much trouble. The right approach in this case is for the winning to contact the authorities who will not delay to intervene in this case. If this video that you posted is true, then it's certainly a very good reason why the cashier refused to cash his chips. Since you need to provide ID (or a passport) for cashing out, most likely she saw that something went wrong. Dealers at any table don't know anything about it. So, if you win, they just pay you. They are doing their job, and their job isn't to check you out. As for any reaction, if you know that you did nothing wrong, for sure, you need to contact a lawyer. Almost instantly!

Yes, it's easier to sue them and just go with the agency of the government that handles the games and gambling. And they might have some fear about any complain that will be brought to them. I have gone through the comment section of that video, and I can see some people complaining of experiencing such situations with the same casino, but they get their issue resolved after contacting the gaming commission, which, if I'm in the same situation, I will follow as a fast way; unless it does not work, only then will I contact a lawyer who is good at handling gambling-related issues in order to advise me on what to do next.

The owner of that chip shouldn't be worried cause he'll be justified since he's not defaulting, so far he has his ID, up to 18+ and meet all the requirements of claiming his reward then he should stay calm and allow the media do it's thing, I would've suggested a good lawyer which is the best solution but since that video is not trending all over the media I think the owner of that particular physical casino won't want to the dragged online or quarried by the company he's afflicted so he'll do the right thing, the lady who caused the issue is even at the risk of losing her job.

I just watched the video and it is too short to draw a conclusion. The full context is unknown, that is prior before the person started recording and after the person stopped recording. This more or less looks like the casino wants to do further checks which I think they are allowed to.

I understand that 25k US dollars is a lot of money and if I were in his shoes I may probably cause a scene if I have an idea that they were deliberately making excuses not to pay me my winnings.
