As far as I know there is no service like you described, maybe they will create it or maybe it already exists but I don't know
I would say however that it is now difficult to associate CEX and NO KYC together.
There are however freelancers here on the forum who could offer their experience to create your own DEX

In creation, you're not required to follow any regulation but when you start operating, that's when you start following compliances and requirements.

The only way to create a centralised exchange without KYC verification is going to Bermuda triangle where no laws or control in form of regulation can reach you, if you are somewhere on a land you will be forced to implement KYC verification, in today's world it's must.

Maybe there are some countries where there is no law, that's on you to find and move to such Location, to build a trusted CEX it needs to be regulated, also you can't build this alone, you need experts hired, there is no one that has build a exchange alone.

To me I feel it's a big shame that schoolboys can create their own tokens, without any regulation in place it's a total chaos, this has nothing to do with creating a exchange, they are not the same thing, hope you know this.

In my point of view there are no simple services that let beginner create crypto exchange like there are for creating token. Creating exchange is much more difficult and risky. Cntralized exchange is financial business that needs strong security and follows regulations to avoid illegal activities and getting hacked and any user money would be at great risk on unregulated platform. Decentralized exchange is also very complex because it uses difficult and easily exploited smart contracts. But there are templates for developers beginner should not try to create exchange due to high risks and required technical knowledge.

There are centralized exchanges and there are decentralized exchanges, decentralized exchanges don't ask for kyc, while under a centralized exchange, we have both the kyc and none kyc centralized exchanges as well.

But if you think you wanted to learn as a beginner, then don't even go close to starting with an exchange, instead learn to develop some of these skills that are required for the use of an exchange and first understand how they works and are being applicable.

Well I just hope this is for some sort of experiment or practical and not actual business usage since these codes are from third party sources and there is no guarantee there is not an open backdoor, remember it is people's funds you're dealing with, more reason you should hire a set of professional developers to build from scratch or update the security features and customize any third party source code you use. financial systems is a very serious business and not one you should cut around corners with lest you end up being penny wise and pound foolish.

CEX is centralized, meaning it conforms to the regulations of the government, so there is not going to be any CEX without KYC

I don't think it is easy to create a centralized exchange, it is very complicated, requiring a team of people with their own expertise. I think it involves accountants, programmers, processors, analysts, network security, and many other things, including obtaining permits from the home country government. Therefore, I don't think it's easy to create. However, if you intend to create a Dex, I don't think it's as complicated as creating a CEX, and I think a Web3 programmer could run it themselves.

Regarding the token you mentioned, I think not only schoolchildren can create a token, but also anyone can. We can see various tutorials available for creating one on a specific coin network, as well as services that provide such services. However, I don't think there are any services that provide CEX creation as you are referring to, as far as I know.

Who would have thought that simply creating a CEX even ignoring security standards is as easy as creating a token? You can see over 100 new shittokens being created per second across various chains. But you won't see that with CEXs.
Suppose such a service existed, what would you do once you had it? I've never seen a CEX managed by just one person at a desk.

Like @rat03gopoh already said, even if there were such services, who in their right mind would use such an exchange?  Would you?  Its important to understand that crypto exchanges are holding very large amounts of other peoples money.  In many cases, thats billions of dollars!

No, you cant just spin-up a legitimate, operational, and secure crypto exchange with a website builder like making a blog.  The reason is simple, a cryptocurrency exchange, either CEX or DEX, is a complex, high-stakes, financial machine - not a hobby project.

So, if you want to do some experimentation with creating a crypto exchange along the lines of the learning journey, look up open source repositories with example projects for crypto exchange and start from there.  But if you want a functional and operable exchange, forget about it.  This is a serious undertaking that requires an expert team of developers and a mountain of seed money.

I'm sure they will experience some bugs and slowdown from your exchange, and since you just got the service from another source, how can you fix the issue?

Another thing is, since this is an exchange, it requires tight security; without knowledge about this, no one would trust using your exchange, plus you would be targeted by hackers.

If you are planning to have a crypto exchange, you will need a web developer that knows multiple languages.

When someone decides to start an exchange, in the way that the OP mentions, then functionality and security are the least thought of. The main goal is for the owner to earn some money. When issues appear, just shut down this exchange and move on to the new domain name.
We are witnesses that really every schoolboy can start their own exchange, without registering a legal entity, with minimal costs. That's why we have a scam accusation section full of complaints about such services.

The more important question is: where are you going to get the liquidity for the exchange? Without it, you just have a platform with no assets to trade.

There are lots of codes available on Github. There are many companies that also create scripts and sell them, that give you the ability to whitelabel a crypto exchange. Just google Whitelabel crypto exchange software or whitelabel crypto exchange script, then do some research about your result and decide yourself which one to use. I don't use them and don't know who is trustworthy to suggest you.

By the way, today it's really very easy to start a business. That's why so many crypto casinos are created every day on this forum but you won't be able to take care of the exchange alone. You need a team. It's a serious business. Besides team, the most important thing it to meet regulations, to get a certificate and that's not easy. If it was that easy, there would really be tons of exchanges and if you try to create one without a license, good luck.

I think, you will be able to find many scripts that can let you do that, though again, security, running operations and getting the license, you might want to register it in some offshore location, but still it will cost good amount of money for that, and a very big setup at the backend for exchange, with good reserves and a good working team.

I am pretty sure that neither you or anyone with reasonable thinking will consider using those kinda services to create his exchanger project. Creating an exchange from scratch is a must because you can't work on already designed exchanges without to have enough expertise to test, discuss, review...the code as many times as possible.
I saw many times people offering to create codes for lunching exchanges but always think this can't be a simple task can be made by individuals. An exchange is like building anything complicated. You can't hire a single person to build a big house or to create a bridge just because he knows how to build.

I fully share your point of view 👍. An exchange cannot be built on scripts or templates — a single developer won’t be able to create it. It requires a whole team of experienced developers and enormous resources — technical, financial, and administrative. And on top of that, the human factor plays a big role, since not every person or team can be trusted👮.
