If a gambler plays on small amounts, there's a chance they are just doing it for fun. Why? They are afraid to lose, and that's why they cannot increase their bets. But those who keep on increasing their bets, chasing the losses, trying to ROI even if it's high risk, that's when it becomes more addictive.
Gambling for fun also means playing for longer periods. You are not really expecting a big multiplier to come out, but you are enjoying every game you can play for a low amount you bet. I've seen a gambler play 10 times the amount I bet. He cannot stop even if he got the ROI or more than that.
