Not surprising since government employee here in Philippines gamble using people money worth above 20M$ in total and losing huge amount like nothing happened.

Yeah sounds funny, but that's what happens when someone lose control already. It doesn't matter what they steal, as long as they can sell it. Addiction and the desire to win always make someone think how to get money to continue gambling. I don't believe we could only blame gambling addiction here because, there's also greed in play and that's coupled with the crime of stealing. I wonder if she was gambling to launder the money, seeing she would have been caught sooner than later and also, if she was under the influence of any substance or a strong voice telling her what to do?

You can steal money from almost any business depending on your rank. If you couldn't, daily business operations would be too difficult and inefficient. The security measures are more about getting you caught and not preventing you.

I must be unusual because I know a dozen people who gamble occasionally and it doesn't cause them any problems in their lives. If I include myself, not only did it not cause me any problems, but I also made a lot of money from it.

There is nothing gambling addicted cannot turn somebody into, and that is the reason why when we start to gamble, we should try by all means not to get addicted.
