We struggle to fill in 2 slots per person for 99 slots even on the general board. The pool prize isn't that great so maybe you'd reconsider your rules.

Do you really want people to win the pool prize at all?
What if it falls on a number that no one has chosen since you said that it won't be complete, how will you determine the winner?
As far as I know, the pool prize is very little so not many people will show interest to participate in the raffle draw, it will be better you increase the slot for each participant maybe upto 3 selections just so that all the numbers can be filled in order for a winner to emerge at the end of the raffle draw. Again, you can invite few users from the local board who you know that they've participated in a raffle draw before otherwise you will have few number of people showing interest.

You are quite right that it is not possible to complete all 99 slots, so I am thinking that each user will be able to assign two slots. It is not easy to fill the completed slots within 14 days, and if the last number of the block hash does not match, then no one can be declared the winner, in which case I understand this.

I want every person to participate in this free raffle, and they should select two numbers of their choice.
I will ask each user to choose 2 slots for this free raffle right now.

In regards to this scenario, I think I have 2 suggestions that would have been very suitable for this, in case whereby the last 2 digits of the last Bitcoin block hash does not match any of the numbers selected by members in this raffle draw. Because I think if the first failed, then the second alternative should be that the winner can still also by selected by the same last digits of the next Bitcoin block hash, or probably the next two digits before the last digits of the same stipulated block hash. But however, let's hear what O.P has to say about this.

I just noticed that in the free raffle that we as the newbies is not  qualified to partake on it, it is very nice initiative that OP has don to those that are eligible to take part in the free raffle and i know that when next such thing will come up in this local board i will qualify to participate in such events, it is good to keep pushing to make this local board lively.
