Can someone help me understand why this trust flag expired?

I noticed this user's trust flag expired, and I am not sure why.

Here is how it reads

schizolingvo alleges: humerh3 violated a casual or implied agreement, resulting in damages, in the specific act referenced here. humerh3 did not make the victims of this act roughly whole, AND it is not the case that all of the victims forgave the act. It is not grossly inaccurate to say that the act occurred around August 2022. No previously-created flag covers this same act, unless the flag was created with inaccurate data preventing its acceptance.

In the spirit of forgiveness/redemption, scammer flags expire 3 years after the incident if the contract was casual/implied, and 10 years after the incident if the contract was written. These expiration times might be administratively changed in specific cases.
