i think it's a mirror domain/website. i asked live support on rocketplay.com, and this is what they said:

Not necessarily needed I guess since it's the players responsibility to ensure that they are from an unrestricted location. Btw even if they didn't mentioned it in their ANN thread, when you visit their site, if your location is in restricted then you get a warning message. So i don't see any further need to declare anything. Rest assure players would instantly realise whether they can play or not upon entering the site. That's the plus point.

Yep, the list of restricted countries is quite long. Lol You can still access this casino but you can't register due to restrictions.

One reason would be is that some of these countries stricly follow Islamic laws while some plainly bans casinos to prevent their citizens on being addicted to gambling, and some governments want full control over their gambling industry and doesn't want outsiders getting in especially when they can't tax it.
Maybe RocketPlay only wanted to follow what these countries in their list adheres; afterall, you don't want to get tanggled with a national government as they can be very imposing if they wanted to.
