Definitely, when I am already in control of my gambling amount, there is no need to check my attitude to gambling. And the 2% mentioned can as well depend on personal monthly income, in that way having a monthly stipulated amount set for gambling will settle the whole thing. When you gamble and did not win and your monthly gambling deposit is finished that ends your gambling for the month or you can as well make calculations to gamble all through the month with that fixed amount.
