Why do we even need a new name for it? Just call it a CEX, they're doing similar things on a centralized platform anyway. I'm not up to date with the latest exchange news, but do VIP features really the new bread and butter for this UEX? I feel like we have had that for years now, nothing new about it. Anyway, I'm probably not the target for a product like this, hopefully, they won't keep making more intrusive products with little to no benefits other than a QoL to spend more money.

Except you're talking about something else, the VIP I know of in centralised exchange is not some revolutionary stuff.
UEX is still a CEX that offers more financial instruments. There are the usual crypto assets, there's tokenised stock and gold, forex and other financial instruments. Bitget is one CEX I know that offers this service. I haven't used it, so I cant tell for certain if it's good or not, but from what I've read about it, it can't be that bad. But I think it's something that will favour the exchange more than the users because it may bring different people to one platform. People who trade gold, forex, crypto, and stocks can all trade on one platform, which means more money for the exchange. It doesn't offer much to the user.

However, I still think most traders would prefer to use proven exchanges that are probably in the top exchange listings, like Binance, Bitget, Bitmart, Bingx, Bybit - these are just a few

What is new in these so called discounts and rebates on trading fees. Exchanges are already doing it.
For instance, when holding BNB coin on Binance, we get a discount on trading fees if paid through BNB.
Yes, it does save us some money in fees but I don't feel anything premium in this. It is just one of their features.
