It's not uncommon in many countries to provide one's identity documents before accessing the internet. If not via such IDs, Android and Apple operating systems would covertly obtain one's private and related information, in very aggressive manner, and the US security agencies can access such information when they need to. So, if you use android or Apple phones/devices, it's more than likely they already have your private data and can use them when necessary, and even for minor things like ads.

The USA agencies would readily share such data more with other western countries and allies when necessary. An advanced countries like Russia will benefit less from this unless she has her own way of sufficiently obtaining Russians private data.
So doing that through passports is nothing uncommon, what maybe uncommon is accessing the internet through a government controlled portal, something US already has through private sector systems like Android and Apple operating systems that could easily build up information that reveals who an individual is in great details


Nevertheless, If this is achieved without violating the privacy rights of innocent Russians then it should be OK. And the way to do this is to make the data of innocent ones hard or almost impossible to access by another person unless serious crime is committed. Then the individual, group or court could grant permission to access the criminal's data
The data would need to be decentralized, encrypted and controlled by individuals or an independent but open, permissionless Russian bodies that Russians could easily be part of, with little to zero permission, to review data or information request by government before granting access.


By the way, I noticed that Russians have been under massive cyber attacks by both online scammers and other criminals who wish to steal from them or use them to commit crime against the state. The increase of such attacks could easily move a responsible government to solve the issue rather than ignoring or handling it in ineffective manner

Russians are smart enough to bypass this bureaucratic process. Implementing this kind of law is to promote surveillance and state control. I hope this kind of draconian law will not be passed in my country. What would happen if the database is compromised? People's information would be in the public domain.

I'm actually surprised that this requirement wasn't implemented yet, considering all these restrictions that were introduced since beginning of war.

Yes, probably there will be some people who will find how to bypass restrictions. But I doubt that it will be many. Avarage Russian will have nobother choice than accepting it.

Eh, nothing new under the sun.
We all already knew Russia under the administration of Putin was all about getting as centralized and controlling as possible.
If one needs to control ones population and to know what they do in the privacy of their home, that means the government has lost all it's remaining legitimacy.

Russian democracy is not existant, with things like this one it is easily proven they live in a dictatorship, in a place where only those who are obedient to the state are welcome.
