This is a fair and logical criticism.

When a government makes a mistake that leads to conflict between its own institutions, especially armed or security forces, it exposes deep problems in leadership and integrity. If the issue involved a naval officer and the government truly believed he was in the wrong, the correct path was clear legal action. Due process exists for exactly this reason.

Military and Politician,  who is Superior?
This is not the case with the incident, the minister is suspected to be confiscating properties and personalizing them all, he's not working in the interest of the government but for personal gains. The retired defense chief might be wrong in his method if acquisition of the leaves but he knows very well the intention of the minister which prompted him to put up resistance to his orders. The fact is that Nigeria is a seemingly lawless country. In a sane country, such clashes wouldn't happen
