It is ripe if it can be proven. You can't go to a man's house and you dress seductively yet you can't stay to yourself and leave within a short time. But instead, you walk around showing yourself with seductive moves and joke around or play with the man physically and yet claim he forced himself on you. A man is a man and you don't expect a young man to react in such way when all he sees is the temptation you have brought to his face. He would probably think it is your style to invite him over for the dinner and you may not have the time to verbally withdraw the consent. The withdrawal may just be in your lips and you won't remember to voice it out.

You, as a man, should have self-control and principles. You cant just leave life by doing whatever you're tempted to do. OP is talking about indecent dressing. Tf does that even mean? You mean you, when you see a woman dress half-naked, all your brain can do is tell you to force yourself on her?
When a person has said NO, forcing yourself on them shouldn't even come to your head.
The only thing normal is to feel aroused, but what differentiates you from an animal is self-control. You have a brain to know that this person doesn't want this, and you have to respect it, no matter what.
There is no excuse for rape. How the person dresses, how the person behaves, talks or seduces you all don't matter, as long as the person doesn't give you consent. It doesn't matter if she is a known prostitute who has slept with a thousand other people; if she doesn't want it with you, it's her right, and you MUST respect it.
