Its very possible, though its not common, you will hardly see that the mastermind was the one filing for a report on any assault, except for hardened criminals, one will be more conscious of the events like this that could brought about accusation coming as an allegation against, if we don't have anything to proof ourself right or innocent, we may take others wrath of law for being ignorant.

The only thing I think will make someone who has masterminded a crime to want to report the crime as f he wasn't is probably because he or she may have probably think they have done their due diligence so nobody can trace it back to them or when they know they will be at the first point of accusation to the crime which has been created and as a result they want to create the report first

Government are the most corrupt people in the world because they run their shits without traces, except a successor decides to probe his predecessor that is when it will be uncovered and this is the major reason why a government will always want a loyalist to succeed him just so that he can abscond being probed. Shits like this happens from the top to the bottom of a hierarchy. You will see that most leaders who are in position of awarding a contract, they will reach an agreement with the contractor and they will announce a huge amount that they want to use and run the project but they will just give the contractor part of the money while the remaining amount goes to their private pockets and this is the reason why you see many abandon projects. You will see a government will come to media and threaten to expose those who embezzled government funds but it is just a fallacy to make the public believe that they are not part of the corrupt cartel but in reality they are all working pari passu.

It is 100% possible. Are you surprised or heard of such for the first time. This is how the leaders on seat in my country embezzles public funds for project. Since, the president ia involved, it's easy for them to do away with the money because they have no case to answer. My country is so fucked and corrupt that nothing can be done to these criminals.

Yea, in a corrupt environment, nothing is impossible, especially when the leaders in power have all the arms of government under their control, they will initiate investigations for formalities sake knowing that they have no one to answer to.

When leaders control the courts, the police, and the auditors, who exactly are they answering to? Nobody. Investigations become PR moves, not accountability. Just enough noise to calm the public, then back to business as usual.

Politics is dirty man and it's possible that whoever wears white, is also the man that's wearing red behind the curtain. So, if someone wants to show how clean they are, they need public records about it. And the people will have the verdict if the official is clean or not. But if their family as a history of plunder and other stealing cases from public funds, that's already telling one thing about his leadership. It's possible that who conducts the investigation is also behind the maneuver of the corruption so that they can divert the path onto themselves.

The world we lived in today is a cruel one and none of us would be held responsible for the social vices going on and on. Sometimes I ask my self, when will this end? I guess we would never know because human beings have completely a whole different settings of life and expectations.

Politics has to with bloodshed, terror and rigging. It consists of all kind of crimes and these politicians been held accountable for most of the crimes committed but at the end of the day, they walk freely like nothing happen. This doesn't only apply in Philippine but also in European and African countries.
