How do DT come up with accepting toxic behavior?

It's about DT activity, not about a single person.  Since DT is integral to the current forum, it is a topic for Meta.  I know over the years I have become a lot more accepting of bad behaviour. A lot of it is out of necessity though, I can't be tagging a dozen new people a day for selling hacked codes.    It gets old and we look for new things that interest us.
