🎲 How the Winner is Selected
When the chosen target block is mined, we take the last 2 hexadecimal characters of the block hash, convert to decimal, apply modulo 64.
Formula: (Last 2 hex digits converted to decimal) mod 64

Hexadecimal c2 → Decimal 194
