It appears that this may be one of those “budget neutral” ways that USA can accumulate BTC for their strategic reserve. Interesting development.

It will make more sense if your title was crypto currency instead of bitcoin because… as I read through the write up there was no where bitcoin was mentioned. it  all talked about establishing a crypto currency mining facility so we can’t assume it’s bitcoin they will be mining.
