Why are you even asking such question? Do you think that his blood pressure will go down just because he gambles? Do you have any actual proof that his blood pressure is 180/190(which seems pretty weird to me) or he is simply telling you this and you trust him? What if he's lying to you just to manipulate you to give him some money to gamble? He is most likely a gambling addict with health issues. I can't give you advice about how to help him in such situation. Just saying "don't gamble , take care of your health" probably won't work. Maybe you should talk with his family and friends. It totally depends on their condition, whether they take a lot of tension when they are gambling and losing, and then their blood pressure shoots up because of this, which could become a major problem because one could face severe medical conditions if that happens, so they shouldn't gamble if this is the case. However, if they know they have their blood pressure under control either through patience and self-control or with medication, and they know that whether they win or lose, they won't take it too seriously, then maybe they can do it because gambling itself is not bad if you are using money that you can easily afford to lose.

The major quality of an individual to qualify for gambling is risk tolerance. So whether your BP is high or low isn't a problem because gambling risks doesn't look at your BP. If you're a responsible gambler, you'll have nothing to worry but if your BP is low or normal and you're an irresponsible gambler, you'll have all consequences of dangers to encounter.

And yes, I would advise your friend to gamble. Because, if he wins... profit? and if not, he will likely die (due to high bp + trauma of losing $60) — I mean, if he dies, he won't be requiring money anyhow anymore, so profit? You know what I am sayin?
