How exactly are you going to help him? What do you mean when you say that you have experience with many exchanges listed on BestChange? Also, what are these threads on dark web forums, and what are they about?
What you’re saying sounds pretty vague and I don’t see anything that shows you’re actually someone the OP can trust to contact.
How can you withdraw funds from FixedFloat if you're not part of their official support team? What can you actually do if the funds were frozen due to a violation of their terms or AML checks? At this point, this sounds a lot like a recovery scam.

I check the hash of a blocked transaction and look for inconsistencies in the exchange’s operations; what the exchange says isn’t always true. I won’t be able to withdraw funds if they’re subject to any seizure by law enforcement, but the exchange must provide proof that the funds are indeed being held due to the seizure.
