I believe western democracies are less interested on the root of the problem and more into the harsh punishments which which make other possible offenders to reconsider their actions or thoughts.
Getting into the root of the problem is more costly for the state than just executing punishments, it requires years of research and scientific analysis and implementation of theories which deal with the psyque.
I would personally never expect to see a third for country going for the root of the problem instead executing rapists.
Just as it should be.
There should never be any reasons enough to justify such an act, first of all, that’s an inhuman act and the punishment should never be lightly on the offender. Abusing an adult alone has grievous consequences, let alone minors, this should be considered the height of it, and the punishment should be 10 times worse. The reason for this is that no one compels anyone to go into such acts as it’s nothing but a deliberate offence.
