This may be the reason I cannot picture what you are saying correctly because I don't know how possible it will be to run gambling add in a country where gambling is illegal, I see it as risky as the government may come for those running the adds. The topic made me curious to ask if gambling is banned in your country but yet casinos ads are publicly posted in banners where you are staying? If it is so, that means that the ban on gambling is not serious in your country or the country you are talking about. If a country seriously banned a thing, they will see to the bottom that what was banned is not being practiced by some people and anyone caught in the act will pay a fine, with that, I don't see how they are going to still allow casino ads meanwhile they banned it and do not expect any of their citizens gamble. If you name the country you are talking about it will be more helpful because the people on this forum that is based there will verify how true it is.

I see two scenarios here when you are seeing a casino while it is banned in your country.

In my first scenario, there's a possibility that the ads you are seeing are a phishing scam and a possible non-licensed casino.
I saw many affiliate marketers who can manipulate the ads like in Google Ads or Facebook Ads. I know some of the ways to do it by cloaking; they usually call it "ads cloaking" in Google Ads to avoid account suspension or repeated ad disapprovals.
So even if it was banned in that country or in your country, those who have some knowledge about cloaking can still be able to make ads for a casino.
Be very careful with that because most of them are scams and phishing.

Scenario two: Google ads or Facebook ads as sample casino ads are not yet banned in their jurisdiction if that country just newly announced banning casinos in that country.

I don't think any other scenario but the first one is pretty common nowadays.

My country is casino-friendly, so casino ads are on the rampage as there are no restrictions on them. I do not have an idea of how the gambling-restricted nations does but I believe that it would likely be impossible to see anything in the public or in the form of ads to promote gambling sites because it would definitely be against the law of the land, and any network provider who allows such on their network platform would be heavily fined or sanctioned. So to avoid such, most network providers would not make such a mistake of doing such or allowing such on their platform

Well, it's either the government isn't fully enforcing it, or it's malfunctioning towards what ads will show ^{in terms of online ads}

I'm thinking that it's possible to have wrong geolocation on phones, or the targeting of ads might be wrong. It can be inaccurate at times and can be easily bypassed by VPNs, so there's nothing perfect in terms of banning. Maybe the gambling companies do a loophole in which the ads are okay, but gambling is not. I'm not sure what the purpose could be but still, it's possible.

It's impossible for casinos to put gambling ads in a country that gambling is banned if not they will be arrested by the government for going against the law. I have seen gambling ads been limited or restricted in countries that gambling is legal to avoid bringing new people on board.

It would have been good if you were able to give some examples so that we can answer based on the countries directly but since there are no examples I guess that the advertisement in such countries are illegal. Casinos may claim not to know about it which may be the case although I do not know how, but not in all situations because some casinos may sponsor it knowing some countries only have the laws but do not act on it, and in cases were they act on it, they know that it will be the problem of the gamblers so they go on to place these advertisements. It has to be an unlicensed casino doing such promotion.

A country that has strict laws against gambling, won't be advertising gambling through any legal network, it is very difficult to regulate prohibited activities in a country, even for countries that frowns on gambling, still have people secretly involving themselves.

If what you mean is on social media, it's in the user's preferences, not really the country. But the casino is actually paying for ads that will not convert, or it doesn't know it's showing ads in a country where it is illegal.

If it's physical banners, then it's not possible because that country will fine anyone who puts them up. If a country bans gambling in its territory, there is a fine and jail time accompanied by that ban.

What if you put it this way and say Bitcoin isn't allow in some countries yet we have their local boards in this forum. How about that? Your talk doesn't make any sense. We have countries that doesn't like gambling, some are not banned or illegal but the government don't want to see there people involve. It's because of that we have casino that are not Kyc and are free for everyone, they just want you to register and start playing, you don't need any documents.

Some of them also knows how strict their government from certain countries are when it comes to gambling but they don't mind. This is about regulation loopholes and also technology used by big tech social platforms that bypass sure restrictions. Some casinos that are not licensed nor regulated take the advantage. But what makes it funny is that government ban it and yet interested to collect tax and that is probably while those loopholes still exist because I don't think such will exist if the government is serious.

I understand your question but I don't think they are advertising for the people in that country alone, they are advertising for people from another country who reside on that country, so that they can gamble from such site when they are back to their country. In a country there are many residents and not specifically that country people alone. So those from another country who are interested can take a photo of that site or sign up and gamble when they are back to their country. Except there is another reason but for now this could only be the reason I see.
