The essence of advising gamblers to make sure they use the amount of funds theya they can afford to lose is very simple, it's so that they don't chase after their losses. After losing there could be the tendency to chase your losses if what you have lost is beyond normal.

On the second part of your op, yea, there are persons that usually know for booking takes that they would place a bet on, but would rather want to give it to other people to play. I don't know if it's a lack of confidence or they're just scared of losing money. Sometimes all the legs in their predictions plays correctly and people who dares to play it would only give them a piece of the profit in appreciation.

Yes I have experienced that before, and that was when I'm still a beginner in gamble. A friend of mine shared his bookings with me then I just went to the nearest gambling shop to place the bet then I have no idea about online gambling if not I would have just bet it online instead of offline, but that's apart. Dude, I think the phrase to "only bet what you can afford to lose" is not said to discourage winners... I think this is just a basic principle of responsible gambling that set limits to how much money and the time people can spend for healthy entertainment, not as an income.

As others have said before, it is more about preventing people from trying to recoup losses by increasing their bets instead of stoping and accepting the losses... which is very difficult if you needed that money for something else.

And about the story of betting sites, I think that is a normal behavior... because people give tips, everyone gives tips, but they wont bet their own money when they are afraid of losing or have insufficient funds, but they want a percentage if you win as a form of reward: zero risk!

There are some people who can focus sure game but they don't have money to stick or bet the game also a person who forecast and give you a game is supposed to know when the game has entered or win, the reason why he is monitoring the game may be the little money he can get from you when the game he gave to you has entered or win.

That is because winning is more rare than losing so people advise other people who gamble to be cautious as winning can make you believe in a distorting reality where you think winning will happen always. Their are literally people like that in most of the betting centre, all ways claiming to have a sure game but for no reason we they ever play It with their own money. However, way back I do fall for sure things but not anymore, perhaps all I have to say to any person with such proposal is that if you are that sure why aren't you using your own money to play it? possible since you can't, I consider it fake and misleading so take it off.

For me if something like that ever occurs I will blast you immediately so that you will stop at once and not to ever repeat it ever again. The reason why you are advised to stake responsibly and with the amount you can afford to lose is because gambling is not a low risk investment, neither is it a low risk business but gambling is an activity that produces uncertain results. People go bankrupt because they staked with huge amount which was probably an amount that they can't afford to lose but they thought the game was a sure game.

I can see that you are making reference to the activities that goes on at a physical betting shop in your country, I have been to betting shops several times to book and stake on my games, while booking you games, you could see some other bettors standing behind you to criticize some clubs you want to bet on and the person might advice you not to add the game. OP interprets the words responsibility and financial capability in gambling, it means very broadly.
Example:
Don't borrow or steal just for the sake of gambling bets and so on, in high risk gambling you have to be truly responsible for what you do, in short, be ready to lose and win. without the drama of suicide, frustration, emotional and so on which could endanger yourself and your family.

You are to stake with the amount of money that you can afford to lose in order for you to be able to control your emotions and let go after losing your bet because gambling is done for fun and not for profit since it's a game of luck. You can only win when you're lucky. If you gamble with money for your up keep, it will make you uncomfortable.
