It's likely he will, as there is no sign Ukraine will yield or surrender. It's still a long war, and they need more funds to sustain their economy, as we all know, war is very costly.

If you had a way to bring in countless millions into your countries economy, would you do it? Even if the war ended, the money still flows in. Your citizens no longer have to hide either which will increase their morale IMO.

I'm not saying gambling is the key to anyone's financial issues, but people are going to do it regardless and if regulated correctly it can be a stable financial source for any country.

The truth is that profits from gambling taxes is a lot that is being missed by governments that still restricts gambling. It is very possible that the war is just an excuse to legalize gambling. The truth is that beyond the war they are financing, Russia really needs funding to boost their economy with respect to the impact of heavy sanctions handed over to them.

If I were Putin, I would approve it because it would bring some level of financial relief to them.

The United States has permanently ousted Russia from the European gas market. In my opinion, this threatens Russia with future economic disaster. Back in the mid-20th century, Nikita Khrushchev, General Secretary of the Soviet Communist Party, created a system under which the USSR exported gas to Europe and received European technology in exchange. It was a mutually beneficial exchange. The loss of the European gas market is a disaster for the Russian budget.🤷

Russian Ministry of Finance officials understand this perfectly well. That's why they're proposing the legalization of online casinos in Russia. Will this proposal be implemented? I think so. However, the revenues from this are small. Even legalizing online casinos in Russia won't prevent economic collapse.

Meanwhile, Russia is currently spending the last of its National Welfare Fund. This money was supposed to be spent on social projects. Incidentally, one Russian official once said, "Russian citizens are the new oil."  It is assumed that budget revenues could be replenished through fines levied on individuals, new taxes, and fees. However, this source of revenue is also not unlimited. And legalizing gambling will not improve the situation. If someone is unemployed, they are unlikely to gamble at online casinos.

I think it is a strategic choice to allow and legalize certain activities that were once considered illegal in order to boost economic and financial conditions of a country.

Like what you mentioned OP, the best example here would be Russia allowing gambling to be played inside their country. This would not only entail a guarantee of revenue on their part but also ensure that the welfare and interest of its citizens are met.

Even if some activities are considered illegal, you cannot absolutely prohibit its utilization in a given country. I do agree that taxing it would be the less means of damage that would be beneficial to both parties concerned here.

If Russia, legalizes online gambling in their country it'll mean that they are ready to make compromises about what they didn't want for their citizens just to boost their internal revenue, very convenient. This shows that the reason they didn't allow online gambling in the first place wasn't that it was evil, if it were they wouldn't consider to compromise their stance. This shows that a great impact like war can force a country that banned gambling to have a rethink, it shows that gambling itself is not the problem but people who gamble irresponsibly.

The question is whether Russia is going into recession if they would want to have their cake and eat it regards to their stand on the illegal status of gambling. Well, base on your report on the current suggestion to the Russian government, it may be for temporal measure for collection of tax which they could use to cushion the economic effect of the war with Ukraine. Otherwise, if not for the need of tax collection from the business of gambling for the government, I don't think there is any correlation with war and gambling for the public. It is just for the purpose of government collecting tax from casino and gambling winners.
