Actually, even if gambling is illegal in their country, I believe, gambling is still happening as this is already like part of humanity, any race so to speak. So it is better for the country to legalize it at least, they can get some revenue out of it. And it can help in their economy. Because the truth is, those countries with protocols that gambling is illegal is not totally free from gambling at all.

He’s a very unpredictable man that doesn’t want anything to be accord to him with disrespect, so he may really just throw this idea off the table and focus on other ways to generate more income profit from taxes. I truly try to imagine how this is going to turn out if at all it comes to fruition.
one of the things I think about if this happens is that the regulation is going to be so strict that most casinos may not be able to meet up. Secondly, addiction will be on the rise. They want to tax it simply as that. There economy has been devastated by the war already and most likely their funding is depleted as this war is supposedly just to take months or days but it turns out the Ukraine is stubborn (although there is help from the outside that's why the were able to sustain the war).
