From my understanding, that really falls under the jurisdiction of each country. So, if that’s what Russia did, they might have done it because it was timely and something they genuinely needed to do. Whether we admit it or not, gambling helps a country through the taxes it provides.

Perhaps because they couldn't suppress gambling even when it was illegal, and they saw that operations were still continuing, they decided to just make it legal since they couldn't
stop it anyway at least, that’s how I see it.

In my opinion, such a decision will be made in the near future. The treasury has a huge deficit that needs to be covered somehow. But where will the money come from when all external sources are cut off due to sanctions, and domestic ones aren't generating adequate tax revenue? Therefore, all options are currently being considered. Legalizing casinos is just the beginning. It could even lead to some banned substances becoming legal in the country. Russia is on the brink of a difficult choice.

As for the legalization of online casinos, I'm almost certain it will happen. Let me remind you that gambling is not completely prohibited in the Russian Federation. Offline casinos are permitted, but only in four geographic zones (Kaliningrad, Sochi (in Krasnaya Polyana), Altai, and one other place whose name I forgot). I was lucky enough to play at these offline casinos. My experience was extremely positive!

The federal budget is currently experiencing a critical shortage of funds. Therefore, legalizing online casinos will generate additional revenue for the budget. Russia strictly controls internet traffic, so technically, this is quite easy to implement. The tax collection system is very efficient. Process automation is highly developed. The Prime Minister of the Russian Federation is the former head of the tax service. I am confident that the fundamental decision to legalize online casinos has already been made.

And for some reason, I think this decision has already been approved. If they've even reached the casinos, it's scary to even imagine the scale of the problem with the Russian budget.

I think special gambling zones will appear, something like Monaco, but it's difficult to say what the demand will be.
The law is not going to force people to gamble. The law will only make it legal for citizens to gamble without fear, as some of them are already gambling even when it's not legal, and the gambling industry will have to legally be taxed, which will bring in more revenue to the country not looking at it on the war currently going on but from an economic standpoint.

Yes sometimes, there might have been people had been gambling without the government legalizing gambling which shows that some gamblers don't wait for the government to finish legalizing gambling before they start gambling and this kind of behavior is everywhere due to the reason that people are looking for money so that they can use it to solve their problems.
Anything can make the government to legalize gambling and it can be taxation because the government want to collect taxes from their citizens to generate more money.

At this point in time, Russia needs everything that can increase their economy. Gambling is not a crime in any country and I don't see why countries are banning gambling. Gambling is just for fun and for entertainment purpose. It is their choice to accept gambling in the country or not. Even though they don't accept people still gamble secretly and those companies are making money without paying tax. So who lose? So it is better for them to accept gambling in the country. But if they accept it is not because of the war. But it is to increase the economy through taxing casinos.
Very soon the world will use Solar, and electrical cars and motorcycles, because of the current Oil war.

How do they make money and collect taxes when it is illegal? They are supposed to stop them if they know these operators. However, they let them continue.

This is an example of how the government deceives its citizens. They say it was illegal, but they collect taxes from them (under the table). That is why, despite the warning, we still see many illegal casinos. Well, they are not afraid because they already pay the government for protection.
