STRONG INSTITUTIONS, the system is bigger than the individual laws actually work, court are independent and rules are enforced no matter who you are, A Nigerian politician knows that overseas status won't save them, ones mistake and consequences follow fast.
NO IMMUNITY NO CONNECTIONs, back home political comes with immunity, godfathers and security details, Abroad they're just another foreign visitor, no police officer to settle, no cousin in government, no phone call to make problems disappear.
SURVEILLANCE AND DOCUMENTATION, in many countries everything is recorded CCTV digital trails body cams, banking system corruption and mis behavior are harder to hide, That alone Forces discipline.
CULTURE OF ACCOUNTABILITY, citizens abroad challenge leaders openly journalist investigate fearlessly,  Resignation over scandals is normal Nigerian politicians, in abroad know embarrassment can quickly become international news.
FEAR OF VISA BANS AND SANCTIONS, misconduct abroad can lead to visa cancellation, travel bans, frozen assets or sanctions, many politicians have families, properties and money overseas they won't risk that.
.HOME ENVIRONMENT REWARDS BAD BEHAVIOR, This is the painful part, In Nigeria weak enforcement, poverty ethnic loyalty and political patronage often protect  bad behavior, the system quietly encourages excesses instead of punishing them. Nigerian politicians don't suddenly become better people abroad the environment forces better behavior change the system at home.

As bitter as it sounds this is sadly just the truth.  This piece from the OP may sound like a public castigation of our leaders but it is obviously how they behave.  Behave like a normal citizen outside the country were as they behave like God's in their own countries neglecting the masses.

Funny how they will pack all the money in our country to set up investments , business and building over there, causing more developments to reach those places that already fully developed where as the country over here is left in darkness and dying of underdevelopment.

I don't know how you mean by "Behaving differently when they travel". Every country has a law that guides them and their levels of shit tolerance so anyone going into their country would either choose to obey their laws or risk deportation. There's a saying that when you go to Rome, you should behave like the Romans. So this change of attitude or pretence in another country is not only peculiar to Nigerians as everyone else who is traveling out of their country would have to learn the laws and follow it. People from the European countries like Americans where you can dress smart and beautiful (ladies especially) with short wears and sneakers can not repeat such behaviour in the Arab nations especially the Saudi Arabia because they have their laws. Other nations may allow opposite sex who are just dating to coexist in the same space unlike the Saudi Arabia where you are only allowed to live with your legal wife.

Lifestyle and laws are distinct and just like in the political world. Other nations especially the European nations don't tolerate corruption like most African countries because everyone is held accountable to whatever behaviour he displays so no one would love to be deported from his place of rest or vacation because he's an outlaw. If you don't obey the laws in your native home, you must have to obey other people's law or not remain in your own land

This is obviously the truth once our politicians cross over they act decently and obey all the rules bidding the city they are, no unnecessary sirens and convoys accompanies any of them, Former Senator Dino Milaye posted a video of himself while driving around America some days ago and there was traffic jam and he obey it by following his lane without convoy but if it was in Nigeria here he will carry heavy security around.

The reason why abroad is safe is that when the citizens asks for accountability from their politicians they immediately respond by giving statements of account but here in Nigeria if a citizen dares to ask for accountability from any politicians the person will get killed or kidnapped for speaking out. So for fear of being detained and deported all our politicians comports themselves so they won't be embarrassed and ban their visas but my annoyance with our politicians is that they travel abroad and couldn't imitate the way they operate their system instead they go for vacations without learning any policies that will help the growth of Nigeria.

Is it just the Nigerian politician? the regular guy that is looked as one kind of rich fella in Nigeria and celebrated so big moving around with a lot of entourage all of a sudden becomes like a nobody in oversee because no one really gives a damn about those kind of things.

that is part of the reason why they try to ensure that the people here remains poor and by so doing, it is easy to trample upon them and use all their powers on them since this is the only place that they can actually show their power. if we had system that works and we become a people that value and put respect only on people that deserves it, most of these our politician will see that they are purely irrelevant people.
