We have nations who want to be rich or atleast small elite of those nations like venezuela and even many other latin america cartels and many more world organized criminals....so many of the crimes are protected by corrupted nations goverment and police, usa and the west knows in order to control world it got to be done with economy and financial ways, the west bankers will use "honey trap" method to attract criminal money in western countries banks they then they will be taking this money. ( by all kind of sanctions and confiscation)
They know that many countries want power and power comes first crimes then criminal activity will make capital and with capital you make off course money from money so west are smart they make sure money the other nations getting trough criminal actions will stay im their banking system so those countries will never gain enough capital to be powerful like western nations.- this will explain the banks dirty money loundering cases- west elite undrrstood one thing....if someone gona do bad things anyways then atleast control them...while they doing it.
El Salvadore is another example, and many others......if west making sure that third world and emerging nations specially countries with resources staying poor then no competation.
