One thing I have understand with government regulations on the issues of underage gambling is that, the main St back for such policies is the enforcement phase, those laws are only strong on paper than practical enforcement, an th only way to actually eliminate underage people from registering on gambling sites is to make KYC composery and strict adherence to the rules by allowing only verified government documents alone for KYC verification.

They can't control everything, especially online, in fact, they can't or it's very hard to enforce this to online casinos. I'm not saying that it can't be done, but it will take a lot of resource and money from the government to even put it on the line.

How will they know that underage or minors are not giving fake identification? Or how can they instruct casinos and ask them of Brazilians registering on that platform as they are not covered by the Brazilian law? So there are really a lot of loopholes with this kind of stricter age verification process.

If the same thing can be applied to gambling in my country I would vote for it, the biggest fear I have with gambling is kids getting onboard, kids are very fragile, they get easily confused and they can keep fighting for what's wrong on a long term, in my country we already have cases of underage children who used their parents ID to pass KYC verification and start gambling, the whole drama got leaked after the parents Money start missing, both offline and in the bank.

The problem can be easily solved, they only have to force casinos to start using stricter KYC verification protocol, someone can't just drop a ID and you accept them, just like that? They need to use verification where moving head and showing real face on cam video, this is what new crypto exchanges are using this days, gone are the days where uploading drivers license or national ID card is enough.

I strongly believe that the solution to this problem must be multifaceted. If parents don’t fully understand what they’re doing and don’t care about their child’s future, then there must be other ways to restrict the child’s access to gambling. Didn’t the government somehow resolve the issue of banning the sale of tobacco and alcohol to minors? It did! And it needs to resolve this issue as well, because it will create problems down the road. After all, what are we paying taxes for, and to what end?

There is nothing wrong with that if Brazil as a country decided to regulate gambling by creating laws that will restrict the young and under aged gmablers from participating in gambling, that will be a nice initiative to help and protect gambling from people it was not meant for. The adults can gamble but not adolescents that are supposed to be reading and getting prepared for the next stage of their lives. Gamblers must caution the young from participating in gambling and this isn't only the duty of the government.

It's a good move and one i will support, things like this are what every government should have considered and implemented way back before now, we often say that our children are the leader of tomorrow, they are the ones who are going to rise to become leaders when we are no more, if we and the government allow those children to destroy themselves at their tender age, what becomes of the future when we all are gone?

So, Brazil have taken a bold move and I hope they take the move serious, definitely if this is implemented and they succeed, they are alot of other countries that will be willing to copy the rule too, as under aged gambling has really become a big problem in so many countries around the world, this is a fact we can not deny..

I think the rules are almost the same with every regulator. The only difference is the implementation.

Brazil has strict implementation, so let us hope other countries will also be inspired by that. If regulators really want to protect minors, then they should take this seriously because minors can easily become prone to addiction since they are not yet mature enough in their thinking.

I also think there should be serious penalties for casinos that are not doing their part. Gamblers only follow what the casino requires. If casinos allow players to gamble without KYC, then it becomes easier for minors to gamble.

It's a smart move towards reducing underaged gambling, I believe that with such laws in place the effects of gambling especially among under aged people will drastically reduced but they also have to lookout for other measures that could ensure that this laws aren't bypassed through other means, for example, when registering an online account, there should be a place for aged verification and personal information or data that could help to verify the age of any individuals seeking to open an account for gambling.

I also believe this approach is a good step toward minimizing underage gambling. However, implementing it won’t be as easy as one might imagine, since there’s still a possibility that minors could use their parents or other family members identities to create accounts. Therefore, in addition to enforcing the rules, stricter oversight is needed to ensure that this policy is truly implemented effectively.
Yes of course, law breaker would always find a way to go about in bypassing whatever scrutiny measures that may be adopted in implementing the verifications but much loopholes would have being covered when it's done and it won't be as much as it were before the exercise on age verification against minors was introduced.

Let take for instance where a minor uses a parent document in processing an account, I can be quite sure that the face on ID provided belonging to a parent wouldn't be same for a facial verification that would be requested as part of the verification pass. Obviously, it may not totally stop minors involvement in gambling but it would largely reduce it and I think that's the aim of the Brazil authority.

The verification processes essentially already exist and are being carried out; what the authorities need to ensure is that they are effective. I know someone who had to verify their age by submitting a photo, and the process confirmed they were 18, even though they were actually younger. And the photo was genuine, unaltered. I agree that there should be stricter controls to prevent minors from engaging in activities not intended for them, but that doesn't guarantee it will work.

If they ask for more informations in all places it will leak again and again, and all civilians will be more in risk of scams and kidnapping

One thing has nothing to do with the other, and this kind of absolution thinking does not move the society forward it keeps it handicapped and backward. Should we also stop asking for information at the border and let anyone in, because after all it could leak eventually at expose people? It is time to be serious and practical, and not emotional. Nobody is forcing anybody to gamble online and submit this information. If a person willingly does it, they must understand what they are doing and that means accepting any and all potential consequences that could come with this decision. If data later leaks for some reason, the blame lies not at the government any more than it lies with the person. A government can only be blamed if they are mandating data collection on services that are mandatory and then that leaks, but this is not the case here. Gambling online is purely optional, and the responsibility falls on the people.

If the website originally had limited content, this should be clearly stated in the EULA or another document where the user checks the box saying "I have read and accept the terms". If the changes occurred after registration, users must be notified of the change in status.
Otherwise, any court would rule that "the fact that you changed the terms and restrictions ‘on the sly’ is not the user’s problem".

The verification processes essentially already exist and are being carried out; what the authorities need to ensure is that they are effective. I know someone who had to verify their age by submitting a photo, and the process confirmed they were 18, even though they were actually younger. And the photo was genuine, unaltered. I agree that there should be stricter controls to prevent minors from engaging in activities not intended for them, but that doesn't guarantee it will work.
Actually, photos can be edited and make us older than the original, especially with AI, this is not the best solution, but it would be very good if combined with ID card, this can be more effective but the part that receives this data must check one by one and adjust the data for verification whether it is the same or not, because not a few verification services that do not check the match of the photo and identity card provided and other identity data that is filled in separately.

I think it can work depending on how the verification mechanism itself is strict or not, although it will not be perfect but it can reduce gamblers who have not entered their age limit.

I can not believe you are comparing borders with accessing a website

Understand that it starts with gambling website and later on they say X or Y website is for adults and so everyone needs to provide ID and personal informations. If you do not watch out society will have no freedom at all. Just watch England where now every social media website needs to have the ID checked and they arrest people because of regular opinions online
Yeah borders are like accessing a website, you are transitioning borders on the internet. You want to believe in some stories from children books that the internet is out of reach and exists in a special place but it does not. It is not good to agree that breaking laws and letting children access bad websites is a good thing because they are very bad actions. Gambling should not only be KYC mandatory, it should be maybe made with minimum age 25 or more. That is how dangerous it is, denying this does not do you good when the science agrees with the danger. So yes they should implement KYC since people can't respect the rules and not access content that is not for them. If you keep resisting with wrong arguments and ideas, giving children access to bad websites, they will only make this worse for everyone. If nobody was accessing websites that they were not supposed to, nobody would make these laws as it would be a waste of time.

If we accept the idea that "Anyone should be able to insult others and make fun of anything" - then we must guarantee and ensure safety both online and offline, right? That’s the essence of the law...
But let’s take it further-anyone has the right to access any information about anyone else in order to uphold freedom of speech, and then, using that information, "be able to insult others and make fun of anything", for example, low income, not owning an apartment, a funny last name, or not having a family. It’s a good initiative,underaged are not expected to visit the casino.It would be great if the law to be enforced is strictly handled.There was a day I was walking pass a casino hall and I saw an underaged in the midst of other adults placing bet,I was so pushed so I had to ask him why was he there and he told me that he’s dad asked him to go and place a bet on he’s behalf,I don’t really know if the boy was lying but to an extent I believed because most parents don’t care about the future of their children.So if the law would be passed,those parents that expose their children to gambling should also be warned.Mostly these children get exposed to gambling through ads,so ads should be a bit regulated in the aspect of gambling sites.

This means that casinos are the ones that will be asking players from Brazil about their verification and anyone that does not do it will not be given access to access the casino full functionality. This is a good approach by the Brazilian government but it will affect those gamblers that don't want their information to be exposed online. Maybe gamblers will start accessing NoKYC casinos but I know that they are not many and they could be forced to follow the mandatory regulations of the government.
