Getting someone who is willing to trade with you in your locality is going to take a lot of time for big volumes even if you want to do it face to face for trust purposes (maybe you try posting in the Chinese board). I suggest you try using those peer-to-peer exchanges. There are those that don't require KYC and those that need KYC
I think most that deal with USDT, including centralised exchanges, need you to first have your account verified.

Hello, we don’t want to complete KYC. Since these transactions can be a bit risky in China, I’m honestly a little hesitant. However, for the sake of trust, I can meet any necessary conditions. I’ve already posted an ad on the Chinese board. If there is a reliable person or group, I would be happy to do business.
