It depends on which site or platform you hire a developer from. There's usually some sort of rating and reviews there that you can use as a reference. If you a bit knowledgeable the website creation process, you might be able to better anticipate potential fraud or breach of contract.
Unfortunately, afaik there's no comprehensive list of web development services on this forum for you to check out, but I know of a few solo devs that I believe are highly trustworthy, such as

mprep.
