Recently i came accross a bot called notoscam which i tried to use it but i still don't know if it's telegram related or legal authorities. Afaik, telegram allows scam plans as part of freedom of speech.

Through the Telegram app itself, you can tap the bot’s profile information, then select “Report.” After that, choose the appropriate report category from the available options.

I personally selected “Scam or fraud” and then “Deceptive or unrealistic financial claims,” which applies to the bot mentioned by the OP.

Alternatively, you can send an email to abuse@telegram.org including the bot’s details and its link and any relevant evidence to support your report.
