Because anyone might have an alt account, but unless they abuse the campaign or abuse the forum system, then that's not a punishable offence. Based on the transaction, you might prove them alts, but based on that, we can't tag them.

I will advise doing more research to find them connected on the same campaign. Even if they applied to the same campaign, they won't consider abuse unless they actively participate in the same campaign. I am not going to tag based on your presentation.
