Despite the fact most people still violate the law, law is still what keep the society in order. Law still helps in keeping peace, love and unity because without this law there would be no society and I believe more life’s would have been gone than what we have now since everyone will be entitled to take any action.

You are right that a lawless country can create chaos. Especially in underdeveloped or developing countries, as crime is increasing day by day, if there is no law in the country, criminals will get more opportunities. However, I read about a country where there is no law. It may sound quite chaotic to hear. But the general public there is very patriotic and the population is very small. Some people feel like laws are actually limiting human potentials, I think I've come across a thread like that somewhere in the forum, but the truth is that it does quite the opposite. Sometimes I just sit and imagine a world where everyone was allowed to do what they wanted and no one would question them, then only the rich and elite would have a voice, the poor would have no other option but to succumb to the dictate of the rich. Now we complain of bad governments, how the government does some things they are not meant to, trust me, if there were no laws, then the bad government we see today would be just a tip of the ice berg.

The only means of maintaining peace and order in society or the country is law. I think that all crimes and immoral acts in society can be stopped by establishing fair laws. Firstly, these are to be called rules since they all are subject to change. Rules can be changed overtime, but laws don't, they are core parts of our living just like working smartly and discipline being very important ingredients to success, these can never be changed, but rules guiding the society are changed overtime as societies evolve.

People can exist without these rules, but the end result would be chaotic, rules are given to ensure order and peaceful coexistence among groups, in essence rules are enacted to maintain order in the society and checkmate human excesses. If with strict laws and the society is still like the way it is then without law, the society will become total destruction and their will not be discipline in the society which will make crime to increase and become worse that what we are experienced.

Only a fool would pay blind eyes to the roles that laws play in the society, even God has laws, and these laws are not to enslave or limit people's capacity, but to maintain orderliness.
