Law and orderliness is very paramount for people to co- exist, without law people will misbehave so much, and the rate of committing crime will become very uncontrollable.
This is the reason why their is government, government makes these laws in order to control crimes in our societies and also provide agencies to enforce these laws, agencies like the  Police, FBI etc. These are law enforcement agencies provided by government to reduce crime rate. Yes, for sure. If not for the laws we have, society would be a terrible place to live. In a society with no laws, anyone can do whatever they want, and there will be no room for justice.

Although the law is a good thing that society has, if we look into things closely, I think the law has more effect on the poor. Sometimes, the rich commit crimes, but the law is compromised. The laws we are referring to are the ones that guides every countries and is a human that created it so that people will not feel that they have right to commit any crime, I don't no why you said nobody could create a law, all the countries in the world has laws and this does not contradict the ones religious has on their belief, this laws can also be giving in companies as you said but however company's laws are only effective within their employees and not a non employees. Law is now only for the weak. Influential people make laws according to their convenience. What I have heard is that citizens should be able to make inputs in the formulation of the law. Laws are created to provide security to people. Before creating laws, a sovereign state is needed. People feel the need for a state to maintain their freedom where no other nation or group will come to influence or oppress them. The most important thing before creating a state is to consider someone as a leader and show loyalty to him and follow his instructions. A country having a strong law is different from a country that has weak laws or unenforceable laws.
Secondly, it all depends on the path of the world you are referring to. In my country, people struggle to be rich by all means, when you are rich, you are somehow above the law. You can kill and get away with it in my part of the world because you have the money. It seems like the law is for the poor. If you go to our prisons, they are filled with the poor because they do not have the money to bring. In fact, the rich sometimes don't serve their term. They are kept in a special apartment with everything necessary, such that when they are out from the prison, they look more beautiful.

Yes, many leader and lawmaker go against the very principles they established to protect themselves and their loved ones. However, that does not mean the law is meaningless, but it show that the problem lies with people and how they use power.

In recent time even with the establishment of the law the rich are still taking advantage on the poor and oppression is sill taking hold. In most country which I wouldn't mention if the rich committed a crime they wouldn't be compare to face the law in regard of their offenses perhaps they will burry it with money and connections but if the reverse was the case the poor will face the full wrath of the law without compromise or a second thought and that's what has been going on lately. Lately in most countries which I may not mention as said earlier, their are series of killings going, kidnapping and many other dispeakable crimes going on, people's can no longer stay in peace in their home without being attacked or intimidated by terrorists and it's funny enough because all this are happening still in the existence of an active law and constitution.
