First of all, as users, we should try to read the terms related to VPN usage as well as terms related to countries restrictions.
Secondly, double check with the support especially for specific case like that you are not from the restricted countries but you are unable to access the site because your ISP block it.
Thirdly, If you know that you are from restricted country simply do not even register even if you can do it with VPN because it is simply against the terms.
Last but not least, lets say you know that you are from restricted country and you force yourself to register, you are the one who responsible for any effect although the site allows you to register.
As long as I know there is no casinos with automatic system which will block you if you are using VPN while you are on restricted countries.

The problem is if it is done faster than the checking of the account.

If a gambler registered using a VPN and approved for a limited amount of deposit (the no-KYC amount), deposited quickly to play, then the gambling site has grounds to freeze the account after a day or two when they are finished checking it.
Now, if the gambler is registered for a long time, passed KYC, had been depositing and withdrawing money, then it can be questionable if suddenly he is banned due to the use of a VPN. I mean, they had time to check it, but didn't do so. There must be another reason why they will suddenly freeze the account.

This isn’t really about our rights that we need to fight for. Casinos have their own rules, and everything is written in their TOS. Once we agree to that and start playing, we’re already accepting those rules.

So if they clearly say VPN is not allowed, then we don’t really have a choice but to follow it if we want to use that casino. That’s just how it is. Also, casinos don’t have uniform rules when it comes to VPN. Each platform is different. Some allow it, some don’t. I will speak only based on my own experience and my location. In my country, casinos with local license are the only one allowed to use. My internet provider (mobile operator also) partly close eyes on that law. I can access all online casinos that are registered in my country and fully use them. I can access most of foreign online casinos, but some sections will be restricted for access (sports betting usually, some slots and live table games). I can access all online crypto casinos, but majority restrict me from sports betting. For example Stake allow me to bet on sports, same does Rollbit. For example Winna and Sportsbet.io dont. Casino tend not to see any fault or complain about any fault when a customer signed up on a casino newly, and most times they won't also see or complain of any fault when the gambler deposits money and starts gambling and losing that money, one can deposit money a hundred or more times, gamble and lose it while using a VPN and the casino won't complain, but the moment luck smiles on you and win a reasonable amount of money which you probably try to withdraw, you get hammered with a blocked account and seized funds, reason being that you are using a VPN when the casino doesn't support the use of VPN, this is clearly intentional and it's stealing, casinos like this are ran and managed by criminals and such casinos should never trusted.

In this case, they might not be serious about placing the mechanism or spending resources on technology that will enable them identify accounts registered with VPN. But they might become interested when such an account wants to withdraw deposits or wins. Since money is now involved, casinos would now be interested in ensuring that the account goes through the necessary checks. So it is better to avoid making such mistake of using a forbidden tools to register in a platform.

I have not had this experience and I don't think I have seen someone had it also but if the casino has already stated it in their ToS that VPN is prohibited then whatsoever they did to their victim should not be a thing of concern because they made it pretty clear not to use it. Though it is somehow when someone used VPN and create an account and then got blocked immediately after depositing, it is an act of stealing but you can not sue them because they made it clear in their ToS though sometimes they won't know if someone is using VPN.

Some casinos do, and some casinos don't; it's like a trap that you, as a player, should be aware of. If you read the casino's Terms of Service and know they never allow VPN use, why take the risk and still register?

It's not in their duty to block deposit to their site but that comes into effectiveness when they have detected a deposit from that particular user, only then you would see them restrictions that particular person from gambling or having to withdraw their already deposited funds. As a gambler you should be able to know that they can't stops you from making deposit as they don't know your plans, but you as the gambler should be able to know that if they restrict you from using VPN or Tor there are possibilities that you shouldn't make deposit otherwise you could be restricted from having access to that account deposited.

How is it unethical if it was clearly stated in their ToS from the very start? It was already there, but you still did it. The fault is on you, not the casino. It would be nice if they still let you withdraw your balance even if you violated their ToS, but if not, you’re at fault, there’s nothing you can do about it. They knew there was a possibility of getting blocked later on, even before deciding to register or deposit. They took the risk, so they have to face the consequences.

I do not think that casinos can straight away detect if a person registering in their gambling website is using a VPN.

Generally, gambling casinos do stringent test and investigation only upon withdrawal of the funds. Remember, registration is not a penalty perse- it is the act of using a VPN and withdrawing the funds from the casino to your designated wallet.

Most gambling sites that I read their terms of services do not allow the use of VPN. Some may allow VPN but they will not talk about VPN use in their terms of service.

You will get registered if you use VPN to register on a gambling site if the location is not set to the country that the gambling site is restricted from.

You may register on a gambling site and the site may not know that you use VPN but later thw gambling site might find out.
