In my country before a commercial bank or mobile bank will start operating they will first deposit some amount of money to the central bank in my country, which is called Minimum Paid-Up Capital. This system is set in place to help reduce fake bank, and I’m sure many countries bank system operate this way.

Now because of the too much Casino scam happening in this forum, where a New casino will come to the forum scam people and run away, I’m suggesting that before a new casino will start operating here they should pay a certain amount of money, just like minimum paid-up Capital, most not be huge amount of money but just reasonable amount of money.
This money will be paid to forum Admin, and if after this casinos are involved in scam the money will be used to settle those that are affected. And if they are not involved in scam and they are ready to stop advertising here, the Admin will hand over the exact amount back to them. With this strategy fake casinos won’t come to the forum, because we are already holding good amount of their money.
One genuine complain from 1 customer will lead to confiscation of the funds by the forum management, and we will quickly stop there operation.

The high rate of casino scam is becoming too much and if something is not done immediately it may ruin the image of the forum to some extent.

And again those set of people who abuse casino and the run to create a thread in scam accusation board I think it’s high time DT members start given them negative feedback when caught, it will help reduce false accusations.

So we can now call this Bitcointalkcasino forum? Because we are requesting the admin to be part of the casino issue, I don't think the admin should be involved in casino issues. The reason casinos are allowed here is that they are using Bitcoin; they are part of the ecosystem. Just my opinion.
If something like this is to be implemented, it should be a community effort, not the forum Admin. I don't think Theymos has involved himself in issues about casinos before.

Fortunately, this forum is not related to any country, or a central bank, or casino license provider that needs initial payment first to operate just like any country.
Scams are not moderated here, although your idea is good but the forum doesn't work like that, afaik some suggests about like that for mixers before they got banned here but theymos just shrug it off.
Some exchanges offer escrowed amount for security deposits and that's good for the community, which should be done or suggest to the casino instead. But then again, it's not something to be required of.

I respectfully disagree with this your suggestion, Even though the intention behind it is understandable, Comparing a forum to a central bank is not quite accurate Imo.

A country center Bank like the one of your country regulate license financial institutions under legal authority, but this forum is just a discussion platform and not a financial regulatory Court or escrow service.

So turning Bitcointalk forum admin into a guarantor for casinos, for me, it changes the nature of the forum entirely.

Secondly, casinos dispute are often complex, some complaints turn out to be bonus abuse cases, multi accounting, violation of kyc rules, and many more.

Because casinos are not the only ones that are known to scam people. Also, I hope you realise this could put the forum in a lot of legal trouble. I don't think the admin would put the forum in a situation where it could get the forum and him in legal trouble?

First it doesn't have to be Theymos any reputable member can be an escrow
Second how can we tell who is affected when the sites are down and no information to back it up

Bitcointalk isn't what's promoting the Casinos
This is one of the reasons theymos steered clear.

Firstly, I'm finding it too difficult to determine which services are legit/safe and which are not. It takes me 30+ minutes to research each new service to reach at least some level of confidence in it, but at the end of this I often still don't feel fully confident. Bitcointalk.org is meant to be operated "as a service to the community", so it's very important to me that bitcointalk.org not be seen to be putting profit above the interests of its users. (I've been kind of shocked at the crypto-related ads that are shown on TV, which are often way beyond anything I'd accept here. And I'd like to tighten our standards.)

Forum doesn’t want to have any financial dealings with as well as moderating scam. It’s very rare for the administration to get involved with 3rd party dealings and the last time I saw is the use of $Grin token as payment on copper membership but that’s all.

There’s already a group of trusted DT that can act as an escrow for casino funds which is being use before as insurance to cover for user lose in case the services turn to scam.

Instead of admin maybe just a trusted escrow which there’s a lot of user already available.

I don’t think anyone considers bitcoin as a hub for scams whether crypto exchanges or casinos. Although scam is not moderated on the forum, forum members and DTs do their best to give negative trust to services that are not credible. What more do you want?

If you think there are some casinos that scam users, then you weren't aware of many exchanges that ran away with users funds, some projects advertised here and run away with investors funds. They are all there but in the back page of Scam accusation board.

I know you are trying to mitigate scams here but it has been discussed here many times, scams and Trust system are not moderated.

As a concern person with what happened to one recent casino that ran away with signature and users funds, I suggest people should check the kind of casino they use. Just because a casino is offering free bonus doesn't give you freewill to make deposit, if you must make sure you treat the Casino the way you treat centralized exchanges.

A: Possible (or real, not for me to decide) scams are not moderated to prevent moderator abuse. If we start picking out which ones we call "scammers" and ban, we would make a lot of decisions based on biased opinions.

Additionally, forum admins don't want to receive coins from sources they don't know, and likely don't like tainted coins. Receiving such coins can create unnecessary burden on forum admins.

The scam issue is serious, yes. But converting this forum into a financial gatekeeper may create bigger problems than it solves imo.

Beside even if a casino pay sum amount of money to the admin it doesn't still mean that the casino is automatically honest or financially stable.

Even regulated casinos with government licenses has failed or act dishonestly before, for me a deposit doesn't equal trustworthiness.

Users should deposit the amount of money they can afford to loose into any casino they are not sure of, for their own sanity.
