Nah, not really. Hitting a 60x multiplier on any slot game is easy; I myself have been able to hit 200x+ on some random slots before. What's challenging is winning big amounts, especially if you have very small bankroll. I personally only bet $0.10 to $0.20, and even when hitting, say, 500x, that would only payout $100. 
That guy clearly isn't on that criteria (low bankroll players). I mean, $20 for a base bet? That ain't small. Yeah, I'm pretty sure his pockets are deep enough to fuel his gambling habits.

Wow, this is fantabulous and I don't know why some gamblers are addicted to luck why some would have to struggle for it.
This is not just a luck but one of the biggest I have seen relating to slot games. I have seen big wins but have not seen the one up to 4281X and is unbelievable. Imagine he had a $5 bet on this game with 4281X can break a bank.

But be warned, though; this slot has a very high volatility.
