The account has a link in his profile page at the website area and I see no problems with that.
You know accounts can even post about buying, selling Bitcointalk accounts in this forum. It's allowed but only discouraged and accounts with posts like that will be red tagged.

And that user is posting about buying accounts on other platforms like facebook, twitter, etc

It can even be a scam service offer. There are some that are legit, they will do the work first, then the person will pay. I do not know what Google will do if they found out they are fake reviews, but this forum should not support something as deceitful as that. Such thread supposed to be taking down, either it is a scam or not a scam.

The service is about paying for reviews on Play store. Definitely, they are fake reviews.

Maybe, but the kind of service he is offering in that post doesn't exactly feel right, false positive reviews can lead to people wrong maybe even fraudulent apps, I usually go through reviews when ever I want to download a new app and if all of the reviews are praising the app then my best assumption is that the app is legit but when you are selling fake reviews then you are just deceiving people.
Also in this other post of his https://bitcointalk.org/index.php?topic=5576412.msg66473447#msg66473447 he is offering to delete reviews so if a person had a bad experience with a product and makes a review on it the owner of the product can just pay him to delete it, he is basically selling lies and that can be dangerous depending on what he is lying about.
If what you are selling is legit then you have no reason to be afraid of reviews.

I have some experience when someone wanted to increase his followers on social media sites, there are some of these service that can be legit but it is service before payment, not payment before service, but what they are doing is very wrong. Yes, the service is absolutely wrong. Or it can be a scam.

It's funny how the account hadn't made any post over the past years but then made two suspicions post after eachother almost like the account was reopened for that exact purpose.
There might not have been any link but the post definitely looked fishy.

Being legit to do the wrong thing is also considered illegite.
It's definitely a scam. No one can delete a review in the play store except the ones he made by himself. Otherwise, if this could happen, it's a google security loophole that could destruct the google company reputation.
It's unfortunate that some people might believe it and fall victims by paying scammers. Some people might think about following the offer to delete fake reviews from their apps rating.

It's not the same situation here. Lying about something to just bring traffic won't cost people anything.
The accused member offer a service that it seems to be so attractive to be true. He doesn't own a website to attract traffic for, but offering a service that he wants users to pay for it. And of course he will ask for prepayment first. It's a lie in the willing to scam people, not shilling for a website.
