I'm looking to fill a gap for a purchase, its be cool If I make it over a an amount I get a better deal I'm just looking for at most 80 bucks I'll pay your rate the most I know its something at 450$usd for 1 bitcoin As long as the rate doesnt keep going crazy

There is usually a premium for paying with Paypal due to the nature of the risk. You might find a seller if you put your price closer to $500.

The cheapest rate I found from a legit seller is 526.49/BTC by IvanRussia, but even he requires some ID info.
