You mean Singapore is not listed on Curacao licence as one of the restricted countries? He can go through the terms of services of restricted countries on each gambling sites on this forum. If Singapore is not listed as one of the restricted countries, he can gamble on the gambling site.

I'm not sure if you are aware of this, Singapore to allow cashless bets in casinos, except crypto. So I wouldn't go on the extend to even try to play online if you're in Singapore. Even using VPN, it's not suggested because casinos will still know if you're using one as they can record your footprints when you visited them. And from what I read, even land base casino are very strict locals. They will only allowed foreigners to step in their casinos as they don't what Singaporean being addicted on gambling. So it's a very tough one if you are looking for crypto base casinos that will allow Singaporeans to play.
