Another strange thing is that your alleged location address is in Republic of Paraguay, and I highly doubt that.
I am not sure if this is a scam or not, but it appears risky and I would never use it myself.

There are no additional fees for external wallet transfers, only a blockchain fee. Regarding USDT transfers, it's $2 instead of $3.6-$3.9.
