Not only the ANN but also the site itself don't have the good startup landing page. While one can argue the since OP doesn't have the copper membership yet, so he cannot put images in the ANN to make it more attractive but what about the casino site itself.

It is a red flag as it is a known old trick to scam, the same trick was used by some scam casinos few years back.
Some new casinos popped up-gave bonus to new users-gave easy win from the bonus-asked user to deposit to withdraw the winning-run away.
Perhaps they owner of this casino think he will be able to trap people with this trick but good thing is that we are all here having many experiences.
Other thing as mentioned by Zwei above about the fake license is another red flag which is more than enough to say that this is 100% scam.
