I myself have been running a movie streaming site for the past 7 years, ran ads, promos, etc without issues. So i know how to go about it, else i wouldn't have even taken the project. I have always delivered jobs i've taken. So when client said it was IPTV it was something i was really familiar with. Issue was with trafficjunky for screwing me up. So i will take responsibility and sort out what was messed up.
Just make sure both of you are on the same page to avoid any confusion. Proper communication is very important so that issue gets resolved amicably. I am not going to leave you any negative feedback because I believe you will get this worked out and I will be glad if this happens.

@earl175 please maintain proper communication and I have both of you are a clear-cut agreement on how you are going to resolve the dispute and by when.

As of today no more payments have been received or payment plan setup.
I am just curious. How much is he offering to pay back on the total amount you sent him. Do you agree on the amount he is offering you or not? What is the figure on your mind how much has he paid so far?

That being said @trapcoder666 if you realized that the service was hard to deliver, why didn't you have an extensive discussion with your client so he knows what he was getting into? Or why didn't you just back off and refund his/not ask for more money?
Nothing has been offered in regards money back.
He has sent 300 USD
I think 75% of what I sent is a fair amount?

If there really is a will on both sides to solve this in a positive way, they should agree on what is fair and what is reality. I can't help but get the impression that it was because of poor communication that the matter went to that amount. If something doesn't work, then you stop putting money into it.

Did @trapcoder666 present any concrete plan at all, when, how, and how much he plans to refund?

75% of your amount, $10,845, that totals $$8,133.75. If we take into account the $300 he refunded, that leaves us with $7,833.75. I think that’s fair, as you would be leaving him with over $3000, which is more than fair already for a project that ultimately failed and did not produce any positive results from the work he carried out.

He also stated that he would resolve the matter the following week. That week has now ended, and today is June 16, yet we have not seen any positive updates from him so far.

Your response tells me you do not have a proper agreement regarding the refund which you need to make clear with your counterpart. Otherwise, this case may drag on, and it will be hard to know who is on the right or wrong if settlement of the dispute does not work out in time.
Please make up your mind, discuss and mutually agree to the refund terms with the person you are accusing and then wait for everything to be executed.
