This is like the 3rd time I need to get a laptop battery replaced in 3 years. Is this normal?

Sometimes I wish I got a Macbook Pro instead, but I couldn't find any in my area.

I remember having the same issue with one of my old laptops, I couldn’t use it outside for more than an hour. I kept replacing the battery but it always comes back to the same low lifespan.
There are many reasons why this is happening to you, but mostly the main reason is the laptop itself, either taking more energy or due to the high cpu usage and heat.

Best option is to get a new laptop or move to a new Macbook

it also depends on how you use the laptop,

for example if you constantly let it run under hot temperatures, it can degrade the battery when you use graphic intense application or games. you can get a cooling fan under, to keep temps better.

also if you charge it and then use it up to zero percent and recharge again , it degrades the battery as well.

but most likely you probably got a bad / lemon battery , but if it keeps happening it could be a bad model.

I don't play games (well, I don't have time for Heroes of the Storm anymore). Most of the heavy use is from Android Studio, and everything else is offloaded to my server. But seeing as how it's behaving, I might offload Android Studio to the server as well.

Got the battery replaced yesterday from a 3rd part - it seems that when the thing is plugged in and close to 100%, it slightly discharges a little bit.

Not sure...

But let me tell you my story. I have an old piece of laptop that was bought way before Corona hit us. It was used for 4+ years then the battery was replaced. After that, the battery went down again, and it bearly holds for 10 minutes now (on battery). So when I use it, I directly use it, power plugged in.

Your battery is under the most stress when it is fully charged or discharged.  I keep my laptop charged to 80% and I haven't had to replace the battery in over six years... still lasts 4/5 hours.   DELL XPS13

I think there should be something draining it that way, because 3 times in 3 years is crazy,
Something's that causes such is much heat, bad charger or constant usage

Try using a new charger for the battery if you ended up getting another one, meanwhile changing to MacBook is actually not a bad idea, you can actually order online, there are websites that are reliable and trustworthy for laptops and stuffs like that, try ordering from them because physical availability sometime can be an issue.

I wouldn’t say MacBooks are perfect either, but their battery optimization tends to be better. Still, your situation sounds more like a hardware/design issue than just bad luck.  Grin Grin Grin

Many reasons can lead to short life span of laptop battery. And to mention but few. When laptop is used in a condition that will easily increase the heat, this go on to affect the battery life, like using omit when it is lying on the bed where the air vents can be easily blocked.
Except for modern laptop that stops charging once it hits one hundred percent,  always charging old laptop to 100% normally causes stress to the battery leading to short battery life. Also, normal aging of the laptop can make even brand new battery to become weak.

Sounds very interesting and helpful for me but could you explain more about "keep my laptop charged to 80%", please.

Do you mean you only charge the battery to 80%, then unplug the adapter?
Use the laptop, let the battery drops again
but to what % will you charge the battery again

Do NOT always charge to 100%! Most if not all makers recommend setting it to cut off at 80%. Yes that shortens run time but it also greatly extends lifetime of a battery. As a Li ion battery charges/discharges it's molecular structure slightly grows/shrinks causing physical stress & damage and that change is not linear - most of the change occurs during the last 20% of charging.
