I am posting this not to warn about a single exchanger, but about a systemic failure of the platform that listed it.
BestChange presents itself as a trusted aggregator with a monitoring and rating system.
This is what that system looks like in practice when fraud is reported.

Timeline:

December 5, 2025 — I sent 19,968 USDT TRC20 to Prime_EX, an exchanger listed on BestChange with a 4.9 rating. Funds confirmed on-chain. Exchange never completed.
December 5, 2025 — I reported the fraud to BestChange with complete documentation: TxID, chat screenshots, exchanger wallet address.
December 2025 – March 2026 — BestChange sent periodic replies stating they were "checking with the exchanger" and "waiting for the custodial service to respond." Prime_EX continued operating on BestChange. Rating remained 4.9. New users continued to be exposed.
March 2026 — Prime_EX stopped transmitting exchange rates on BestChange. No announcement. No refund. No explanation.
March 2026 — I sent BestChange a formal legal notice. No response to date.
BestChange's response on Trustpilot (where I posted a review) states they have "no record" of my complaint — despite the fact that my complaint was assigned Request №21646 by their own system.
They also claim Prime_EX was not removed — while simultaneously confirming it "is not currently transmitting exchange rates."

BestChange earns revenue from the exchangers it lists. This creates a direct financial conflict of interest when fraud is reported. Their response — or lack of it — over 3.5 months reflects that conflict.
I have filed complaints with law enforcement and contacted Tether Legal requesting a wallet freeze. I am sharing this publicly because BestChange's inaction put every user who visited their platform at risk during those 3.5 months.

They are active in the local section, so try posting there or ask for help from one of the active members in the Russian section.

I have filed complaints with law enforcement and contacted Tether Legal requesting a wallet freeze. I am sharing this publicly because BestChange's inaction put every user who visited their platform at risk during those 3.5 months.
Can they do anything after all these months?

Could you please provide a link to your complaint on best change? I am not able to see the exchanger anywhere when I search on their website. Did they delist it?

Bestchange has stubbornly refused to change their feedback system even when it has been suggested by members several times. Their current system is very misleading which is why some people stopped using the monitor

I wonder why they are taking so long to have it resolved - https://www.bestchange.ru/changelly-exchanger.html?review=3029495, and I wonder why bestchange decided to turn the review neutral even before it's resolved. It should stay negative until it's resolved.
It is part of the broken review system on Bestchange.
If the exchanger writes any response, even if it doesn't bring anything new or solve the problem, the complaint is closed as solved and gets a neutral tag. It can be noticed that only a few exchangers have negative feedback from users, which is quite unrealistic because we have seen dozens of accusations here on the forum against BC partners.

Our site doesn’t use the concept of a 'negative review.' Comments highlighted in red aren't treated as feedback — they're financial claims, which is why they're marked as 'resolved' once the financial issue is settled. The text itself remains publicly visible (unless the user chooses to delete it).

They are active in the local section, so try posting there or ask for help from one of the active members in the Russian section.
Quite disappointing after a couple of years of very good presence here.
As an aggregator, it is not enough to just have a listed exchange and collect affiliate profit, there is also a serious responsibility to protect against irresponsible services.
In the EN part of the forum, they were very often criticized for that, unfortunately they chose a rather bad way to prevent it, which is to ignore the discussion here.

Even in their redesigned version, I don't see a significant improvement in the feedback system, except for a slightly better UX

BestChange presents itself as a trusted aggregator with a monitoring and rating system.

This is nothing new coming from Bestchange.
We warned them many times they need to change their feedback system, especially for negative reviews, and they promised they would... that was several years ago  Tongue
I think only they they did was implementing superficial design changes, but everything else stayed the same in background.

They have 17 negative reviews on antiswap.io, link: https://antiswap.io/exchanger/PrimeEx

Which means that they are selectively scamming users on a big amounts, mostly out-of-the Russia users, who poorly speak russian and can't communicate with them on russian.

-  I communicate with BestChange support exclusively via email; I don't know of any other way to contact them.
On Trustpilot, they were kind enough to respond to me—but in doing so, they only "buried their reputation" even deeper.

How are you able to get that link though. I did try searching on both the Russian and English versions of the monitor and the exchanger does not pop up. Same on their new website

Are you sure you submitted your report there, or was it simply not published/deleted by them?
As I have mentioned previously, BestChange scrubs its reviews. Naturally, my first step was to submit a complaint to them, but I later noticed that it had been removed. Nevertheless, I have an extensive email correspondence with BestChange.

And this is also a very bad practice. If an exchanger receives negative reviews, that is an even stronger reason for them to remain visible, even if the service is delisted from the BC platform.
Information is always useful, even if it is negative.

BestChange has updated their response. I note three things:
First, Prime_EX has now been removed from active listing. This action was taken only after I published documentation publicly across multiple platforms — not after my original complaint in December 2025, which included full evidence and was assigned Request №21646 in their own system.
Second, BestChange states in their own response that an AML-related delay "is not an unconditional basis for holding funds for several months." I agree. My funds have been held for over four months with no resolution.
Third, BestChange has committed to contacting me by email once they receive a response from the service administration.
The funds have not been returned. This review will be updated when the situation is resolved — or when it becomes clear that it will not be.

I have finished a law school in Russia, and I can send an official email (on a perfectly Russian) to Prime_EX warning them of a legal consequences, because they are not licenced exchange, therefor not allowed to hold anyone's money for the AML purposes as a hostage.

The funds have not been returned. This review will be updated when the situation is resolved — or when it becomes clear that it will not be.
Keep us informed what happens next after bestchange contacts you with email.
It is strange they didn't take few minutes of their time to write a reply in this topic if they saw it.
I hope you will get your money back, but I seriously doubt bestchnage will do anything about feedback on their platform, and that is the main issue here.

I have already filed complaints regarding similar matters through a Russian lawyer.
As you may have noticed, the PrimeEx platform has ceased operations.
They find it easier to simply change their name and continue conducting business in this manner than to refund the money.
BestChange is fully aware of this situation, yet at this moment, they are merely stalling for time. Initially,
I simply decided to publicize this incident; however, on Monday, I will be filing a formal report with the Russian Cybercrime Division.
