It's funny how confident resellers are in claiming a lot of things when in fact they only have minimal control.

How do you even guarantee "smooth operation without freezes" when you only route orders to your liquidity providers? You don't control your partner exchanges, do you? You don't have an independent pool on your own, so the decision over which transaction proceeds and which funds are to be frozen aren't even yours to make.

if this is a native Russian exchange, why do they struggle to post here. Maintaining a good presence in the Russian board will be beneficial to them, Russia has a large market.
