I wonder if that would really solve the problem, because gambling is not limited to just one country. If a gambler does not want to be monitored, then we already know where many of them will go, and that is crypto.

So that kind of law would probably just end up benefiting crypto casinos more, since most of them do not require that kind of check. And some countries also have no real jurisdiction over those platforms, especially anonymous casinos where the license provider is not strict at all when it comes to monitoring or cooperating with countries that have tighter gambling laws, unless they are forced to.

I before now had absolutely no idea of such a proposition and I am very interested in learning more about this since possibly will be the first of its kind any where in the whole world, or maybe sign existed before or presently in other countries which I am not aware of..

How exactly will a card like this work in an online casino where there no one to confirm any card before the gambler is allowed access to the casino? Like for example, assume I am an underage in terms official age bracket that is allowed to participate in gambling, and i want to gamble from online casinos, how does the card prevent me from accessing the online casino since I am still underaged and not allowed to gamble?

The gambling card was proposed by Lithuania’s Ministry of Finance. It will be a mandatory ‘player cards’ to monitor individuals’ gambling activities across both online and physical venues.

It is said to help against problem gambling but which may be true, but I do not think so because I know the extent that gambling addicts can go just for them to satisfy themselves. Maybe it can be true for those that are not yet addicted, but once they get the card, I do not think that can be true.

But if I may ask, will this card be applicable to all online and offline gambling platforms? Or is it going to be applicable to just a particular casino that has both online and offline presence. Because whichever the case may be, if only gamblers can be able to gamble freely without yhe need of this card on third party casinos, then it simply means the goal of trying to regulate gambling and how people play it, so as to avoid scenarios that might lead to a gambling addiction will not be fully achieved. But however, 2029 is 3years from now. So let's see if by then they might have been able to come up with a reasonable conclusion.

They probably already see that problem, but they still push the law because for them it’s only about minimizing the issue, not really solving it completely.

They can’t make all crypto casinos cooperate with them anyway, and some of those casinos will even see it as an opportunity to attract more gamblers. They would gladly welcome them.

That’s the tricky part here. They really can’t just penalize gamblers for moving to crypto casinos, especially if they still see the gamblers more as victims than offenders.

What they will probably try to do instead is go after the casinos that keep accepting those users, if they even have the power to do that. But honestly, I doubt they can do much, especially when those crypto casinos are outside their reach.

The initiative may  curb down minor gamblers. But the regular gamblers will continue to do their gambling activities. But if they are being taxed, I guess, the amount reflected on the card is not that much. They will find a way how to gamble under the table. After this, Lithunia might find out that they should have done another option to curb down gambling activities rather than this. One way maybe is to put higher tax when it comes to gambling. This can deter gamblers to play more as they will just give more tax in the process. So they need to weigh their situation, if they are amenable to that government protocol or not.

This initiative will directly eradicate under age gambling unless the get handed out an adult card to gamble with, but sure bank and financial services requires documents to verify the card like IDs and date if birth which definitely expose their age to the government, so that one of the good side of this proposal if strict adherence in out in place.

No system or proposed strategy can be able to solve 100% of the problem they created it for; there will always be some who are smarter than the system and will be able to figure out a way to go about it, but the new law can somehow also trap some gamblers and limit their gambling activities based on the tracked gambling spending, and how strict they make that law will determine how much the citizens and casino operatives will comply.

This is going to be challenging considering how rampant gambling is in the online world. Even if Lithuania gets all online gambling services operating in the country to strictly toe the line, things will remain to be a huge challenge because of crypto.

Will regulators be able to fully monitor their citizens' gambling expenses when they're using Bitcoin, for example? And what of non-KYC gambling services? And then what if some gamblers choose to play on restricted gambling platforms through a VPN?

This isn't really about fighting addiction, but rather about controlling the gambling industry. The financial sector simply wants maximum control over this sector and understanding the actual amounts involved, so they can collect their share of taxes more transparently and bring gambling out of the shadows. I don't believe financiers care about gambling addicts.

First off, yes, it will prevent underage people from gambling. It's very important and for that alone it would be worth it, because for people who are mentally not ready gambling must be forbidden for obvious reasons.

And, secondly, of course it would be easier through this monitoring to help adults in not becoming gambling addicts. Overall, I think it’s a good move from the Lithuanian authorities.

Required player cards plan, which will be used in Lithuania, will allow government to track each bet that any person will make so as to stop people who may be spending too much of their money or wasting their time in gambling. On one hand, they are perfect to make sure that children do not gamble and that regular players can stay within their limits. However, as studies say, serious addicts may simply go around rules, either using illegal sites or lending someone their card. I believe that, although this system is useful tool of gathering info and security of most of people, it is not true solution to addiction as it does not provide mental health help that individuals actually need to quit. Moreover, providing government with list of all gambling habits will also create big privacy concerns, and there is chance that most at risk individuals will just shift to unsafe and uncontrolled markets as way to continue gambling.
